This function isn't used by any drivers/modules, so no need to export it.

Enrico Weigelt, metux IT consult 7bec1a45f1 (submit/hotplug.h) include: move out private definitions from hotplug.h 
Public server module API shouldn't be clobbered with private definitions,
thus move them out to private header.
