XI: unexport XIPropToInt() and XIPropToFloat()

Not used by any drivers, and subject to upcoming changes, so no need
to keep them exported.

include: move private definitions out of exevents.h
...
Public server module API shouldn't be clobbered with private definitions,
thus move them out to private header.
