Replace INCLUDES with AM_CPPFLAGS
...
newer automake gets quite noisy about this.
hw/xfree86/ddc/Makefile.am:7: warning:
'INCLUDES' is the old name for 'AM_CPPFLAGS' (or '*_CPPFLAGS')
and many more of these.

xserver: remove RAC/resource handling code.

This changes the ABI, but since the video ABI is at 6 already
it should be fine.
driver changes are in the pipeline after this.
